A Grab taxi passenger shares a video of a ‘hardworking’ Pasay traffic enforcer doubling as a salesman for the Pasay Traffic Management by day.

But wait a minute! This Pasay Traffic Enforcer is selling ‘seminars’ to motorists whom he flagged down without any clear traffic violation.

To get a a picture of what transpired in the video, let us watch and read the narrative of Facebook user who shared the video to “Dash Cam Diaries Philippines.”

According to the GrabTaxi passenger, the incident happened on February 13, 2017 at around 4-5 PM along Malibay, Pasay.

They just came from Roxas Blvd. and the GrabTaxi took the right lane. The driver needed to drop by Total Gas Station to fill up the tank near Malibay. After their business with Total Gas, the Grab driver was flagged down 200 meters from the Total Gas Station for an unclear traffic violation.

According to the complainant, the traffic enforcer did not tell the driver the traffic violation he has violated except that he was on the yellow lane.

The complainant said that he/she heard the word ‘seminar’, which is new policy of Pasay Traffic Management.

The complainant said the decision to record the haggling between the GrabTaxi driver and the traffic enforcer was when he/she heard this magic phrase telling the complainant that what he/she was witnessing was extortion in the act: “BAYARAN NYO NA LANG ANG SEMINAR (Just pay up for the seminar).”

The complainant thought he/she would not hear the magic phrase until at 0:05. The traffic enforcer told the GrabTaxi river that he won’t issue a ticket if he pay up for the seminar.

But first, here’s the story of the GrabTaxi passenger.

I would like to share an incident na nanggyari Feb 13, 2017, around 4-5pm along Malibay Pasay. Galing po kami ng Roxas Blvd, Kelangan mag pa gas ng aming Grab driver so nasa right lane kami going to Total gas station, near Malibay. Pagkatapos magpagas around 200meters ay pinara kami ng Traffic Enforcer nila at may violation daw. Wala sya sinabing violation kung ano man, maliban sa nasa Yellow Lane kayo… May nabanggit sya tungkol sa seminar, na bagong policy daw ng Pasay Traffic. What triggered me capturing the video is the word “BAYARAN NYO NA LANG ANG SEMINAR” so nagdecide ako i-video na, sabi ko kotong ito.. Kala ko hindi na mauulit na babanggitin nya yun, swerte ko lang at inulit nya pa… 0:05 tinanong nya ang driver :MAGKANO PERA MO?” Inulit nya ulit ang magic word “HINDI KITA TITICKETAN PAG BINAYARAN MO ANG SEMINAR”

If you listen to the video, the Grab driver begged the Pasay Traffic enforcer not to issue him ticket but the former did not want to hear any of his plea.
