Why PNP SAF did not coordinate to local counterparts?

According to reports, there are already 43 PNP cops dead and 11 hurt in Maguindanao n what the Philippine National Police called a “misencounter” of the police with Muslim rebels in Maguindanao province on Sunday.

The said operation was SAF’s attempts to arrest most wanted terrorist and Jemaah Islamiyah member Zulkifli bin Hir, or “Commander Marwan.” Marwan, a U.S.-trained engineer accused of involvement in deadly bombings in the Philippines and in training militants.

We ask, why PNP’s Special Action Force unit did not coordinate to local counterparts? According also to the reports, even the local mayor was surprised with their operation.

The main cause of the dozens of deaths from the SAF was “no coordination”. Now, how did it happened? Was there no protocol about doing such thing?

We also ask, was the operation all about the U.S. offered a $5 million reward for the capture of Marwan?
